1.招标条件Tender conditions
斯里兰卡科伦坡港ECT第二期土木工程项目配电箱等物资采购资金已落实，配电箱等物资采购已具备招标采购条件，现进行公开招标。本次公开招标采用在中交集团供应链管理信息系统线上招标的招标方式。请投标人认真核对线上和投标文件报价，保持一致，当出现不一致时，以盖章版投标文件报价为准。
Funds for the procurement of distribution boxes and other materials for the Sri Lanka Colombo Port ECT Phase-II Civil works have been implemented, and the procurement of distribution boxes and other materials has been qualified for bidding and is now open for bidding. This public tender is conducted by online bidding in CCCC's supply chain management information system. Bidders are requested to carefully check the online and tender document quotations to maintain consistency. In case of inconsistency, the sealed version of the tender document quotation shall prevail.
2.项目概况和招标内容Project overview and tender content
2.1 项目概况：本项目为斯里兰卡科伦坡港ECT第二期土木工程项目，总建设面积60万M2。
2.1 Project Overview: The Sri Lanka Colombo Port ECT Phase-II Civil works with a total construction area of 600,000 M2.
2.2 本次招标物资如下：冷藏架电力配电箱（RY-LV-RCP)：66套；轨道电力配电箱(GATE PANEL)：24套；通讯设备间配电箱(SS-LV-COMM ROOM)：5套；冷藏架照明配电箱（壁挂式）：33套；路灯照明配电箱：6套；35M高杆灯配电箱：17套；变电所电力分配电箱1(DB-SS)壁挂式：5套；变电所电力分配电箱2(DB-HV PANEL)壁挂式：5套；具体详见物资需求一览表及技术协议。
2.2  The bidding materials are as follows: refrigerated rack electric power distribution box (RY-LV-RCP): 66 sets; rail electric power distribution box (GATE PANEL): 24 sets; communication equipment room distribution box (SS-LV-COMM ROOM): 5 sets; refrigerated rack lighting distribution box (wall-mounted): 33 sets; street light lighting distribution box: 6 sets; 35M high pole light distribution box: 17 sets. Sub-distribution box for power substation 1 (DB-SS) wall-mounted: 5 sets; Sub-distribution box for power substation 2 (DB-HV PANEL) wall-mounted: 5 sets; please refer to the list of material requirements and technical agreement for details.
2.3 本次招标的物资，其质量符合最新的国际标准和行业规范，特别是当前发行的IEC及对应的英标BS 7671标准以及工程项目、业主地方当局的要求并提交IEC认证。
2.3  The quality of the materials to be tendered conforms to the latest international standards and industry specifications, in particular the currently issued IEC and corresponding British Standard BS 7671 standards and the requirements of the project, the Owner's local authorities and the submission of IEC certification.
2.4 交货地点Place of delivery
供应商交货地点（Supplier's delivery location）：East Container Terminal Phase 2 project , Sri Lanka Ports Authority, No 19, Chaithya Road, Colombo 01.
2.5 交货日期（Delivery date）：2023年9月15日: 15 September 2023
2.6 品牌要求（Brand requirements）：KIK, EMP, Pubudu, Richardson, Venora, Magline Roche or equivalent。
2.7 质量要求：配电箱等技术要求，详见附件《配电箱技术协议SLLKXM-JSXY-008》
2.7 Quality requirements: technical requirements such as distribution boxes, see annex "Technical Agreement on Distribution Boxes SLLKXM-JSXY-008" for details
(1)供货产品必须提供以下证书及资料；
The following certificates and information must be provided for the products supplied.
① 主要元器件提供CE认证、检测报告(英文版)、产品合格证(英文版)；
CE certification, test reports (English version), product conformity certificates (English version) for major components.
② 整套箱体提供IEC认证；IEC certification for the complete set of boxes.
③ 整套产品最终资料：产品合格证（英文）、出厂检测报告（英文）、完工图纸（英文）、产品资料（英文）、装箱文件资料清单（中/英文）
Complete set of final product information: product certificate of conformity (English), factory test report (English), completion drawings (English), product information (English), packing list (Chinese/English)
(2)配电箱等发货前和项目部确认，按项目现场要求供货。
Confirmation with the project department before delivery of distribution boxes, etc., and supply according to project site requirements.
(3)供应商提供的产品及MAR文件必须获得项目业主和监理的认可。
The products and MAR documentation provided by the supplier must be approved by the project owner and the supervisor.
(4)供应商需负责全过程调试及交工验收。
The supplier will be responsible for the full commissioning and delivery acceptance.
(5)质保期为项目竣工验收后2年。
The warranty period is 2 years after the completion and acceptance of the project.
3. 投标人资格要求Qualification requirements for bidders
3.1 本次招标要求投标人须具备如下要求：
3.1  The tender requires the following requirements of the bidder.
3.1.1 营业范围要求：投标人必须在斯里兰卡依法经国家工商、税务机关登记注册、并符合投标项目的生产许可经营范围、能独立承担民事责任、具有独立法人资格的企业，代理商或经销商必须提供生产厂家代理授权书。
3.1.1 Business scope requirements: Bidders must be registered in Sri Lanka by the state industrial and commercial and taxation authorities in accordance with the law, and in line with the scope of the production license business of the tender items, can independently assume civil liability, with independent legal personality, agents or distributors must provide the manufacturer's agent authorization letter.
3.1.2 生产能力要求：具备为同类工程供应同品牌配电箱等物资的业绩。
3.1.2  Production capacity requirements: have the performance of supplying materials such as distribution boxes of the same brand for similar projects.
3.1.3 财务能力要求：本次招标允许生产厂家或代理商参与投标；投标人具有一定规模和良好的资金财务状况及银行资信。
3.1.3 Financial capability requirements: this tender allows manufacturers or agents to participate in the tender; bidders have a certain scale and good financial status of funds and bank credit.
3.1.4 质量保证能力要求：报价人应建立有完善的质量管理体系，具有ISO9001质量管理体系认。贸易商自身未有的情况下需提供生产厂家盖章的质量管理体系，并提供同品牌已交付配电箱的产品证书、出厂检验报告、质量证明书等扫描件。
3.1.4 Quality assurance capability requirements: The offeror shall establish a perfect quality management system with ISO9001 quality management system certification. Traders themselves do not have the case need to provide the manufacturer's stamped quality management system, and provide scanned copies of product certificates, factory inspection reports, quality certificates, etc. of the same brand has been delivered distribution boxes.
3.1.5供货业绩要求：报价人必须在近三年内有三个及以上的同类工程项目的同品牌配电箱等物资供货业绩并提供证明。
3.1.5 Supply performance requirements: the offeror must have three or more similar projects of the same brand in the last three years and provide proof of supply performance of distribution boxes and other materials.
3.1.6履约信用要求:近3年内没有与骗取合同有关的犯罪或严重违法行为而引起的诉讼和仲裁。
3.1.6 Performance credit requirements:No litigation and arbitration arising from crimes or serious violations related to fraudulent contracts within the last 3 years.
3.1.7技术服务要求：拥有专业化的服务管理团队，人员服务意识及水平处于行业内的领先水平。
3.1.7 Technical service requirements: have a professional service management team, with personnel service awareness and level at the leading level in the industry.
3.2本次招标不接受组成联合体投标。
3.2  This tender will not accept the formation of consortium bids.
3.3单位负责人为同一人或者存在控股、管理关系的不同单位，不得参加同一包件投标。否则，相关投标均被否决。
3.3  Different units with the same person in charge of the unit or with controlling or management relationship shall not participate in the same package tender. Otherwise, all relevant bids will be rejected.
3.4投标人须为中交集团供应链管理信息系统（http://ec.ccccltd.cn）注册通过的合格供应商。
3.4  The bidder shall be a qualified supplier registered in CCCC's Supply Chain Management Information System (http://ec.ccccltd.cn).
3.5 其他要求： Other requirements.
3.5.1 定标后与中标单位签订的采购合同需在收到招标方正式通知后方可生效。
3.5.1 The procurement contract signed with the successful tenderer after the award of the tender shall only be effective upon receipt of formal notification from the tenderer.
3.5.2 供应商提供的产品必须获得项目业主和监理的认可。
3.5.2 The products provided by the supplier must be approved by the project owner and the supervisor.
3.5.3 供应商需提供产品的技术文件MAR，以作为评标文件中的技术部分的评分依据。中标单位必须在合同签订后15天内提供MAR文件，30天内完成MAR文件报审并通过业主审批。若中标单位未能按上述要求完成，招标单位有权单方面取消合同且不向中标单位作任何经济补偿。
3.5.3 The supplier is required to provide the technical documentation of the product, MAR, to be used as the basis for scoring the technical part of the tender evaluation document. The successful tenderer must provide the MAR documents within 15 days after the signing of the contract and complete the MAR documents for approval by the owner within 30 days. If the successful tenderer fails to complete the above requirements, the tenderer has the right to unilaterally cancel the contract without any financial compensation to the successful tenderer.

备注：卖方必须完成MAR资料报审并通过业主审批，否则买方有权取消卖方的投标资格。
Note: The seller must complete the MAR information submission and pass the owner's approval, otherwise the buyer has the right to disqualify the seller's bid.
4. 招标文件的获取 Access to Tender Documents
4.1凡有意参加投标者，请于 2023 年 5 月11 日至 2023 年 5 月 17 日中午 12时，通过远程登录中交集团供应链管理信息系统（网址：http://empm.ccccltd.cn/PMS/）招标文件。
4.1  Anyone who is interested in bidding should download the bidding documents from May 11, 2023 to May 17, 2023 at 12:00 noon via remote access to CCCC Supply Chain Management Information System (URL: http://empm.ccccltd.cn/PMS/).
5. 投标文件的递交及开标
5.1 电子投标文件递交的时间为： 2023  年5 月 17 日中午 12 时至 2023 年 5 月 23 日下午 15 时。投标人应当通过远程登录中交集团供应链管理信息系统（网址：http://ec.ccccltd.cn）上传，递交时间即为上传成功时间。
5.1  The time for submission of electronic tender documents is from 12:00 noon on May 17, 2023 to 15:00 p.m. on May 23, 2023. Bidders shall upload the documents by remote logging into the Supply Chain Management Information System of CCCC Group (URL: http://ec.ccccltd.cn), and the submission time is the successful upload time.
5.2 逾期未上传成功的投标文件，招标人不予受理。
5.2  The tenderer shall not accept any tender documents that are not uploaded successfully after the deadline.
5.3开标时间： 2023  年 5月 23 日下午 15时在中交集团供应链管理信息系统中进行线上开标。
5.3  Bid opening time: May 23, 2023 at 15:00 p.m. in the CCCC Supply Chain Management Information System for online bid opening.
