二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求： （1）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目（是）专门面向中小企业采购，评审时，中小企业产品均不执行价格折扣优惠。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目（否）接受进口产品。
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures for reserved quotas to increase the share of small and medium-sized enterprises in government procurement and support their development: This project is specifically procured from small and medium-sized enterprises. During the evaluation process, no price discount preferential treatment will be applied to the products of small and medium-sized enterprises. (2) Support prison enterprises and disabled welfare units and treat them as small and micro enterprises. (3) Policy on giving priority to the procurement of energy-saving and environmentally friendly products: Under the same conditions of technical and service indicators, priority will be given to the procurement of products listed in the Catalogue of Energy-saving and Environmentally Friendly Products announced in Document No. 18 [2019] of the Treasury Department of the Ministry of Finance and Document No. 19 [2019] of the Treasury Department of the Ministry of Finance. (c)本项目的特定资格要求： （1） 符合《中华人民共和国政府采购法》第二十二条的规定； （2） 未被“信用中国”（www.creditchina.gov.cn）、（）列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单； （3） 须系我国境内依法设立的法人或非法人组织（本项目（不接受）分公司以自己名义参加采购活动）； （4） 具有独立法人资格，其经营/业务范围符合本项目要求； （5） 投标人应具有市政公用工程总承包三级及以上资质，项目负责人为申请人本单位的工作人员，持有中华人民共和国住房和城乡建设部颁发的中华人民共和国二级及以上建造师执业资格证书，注册专业须为市政工程。 （6） 业绩要求：无； （7） 其他要求：无。
(c)Specific qualification requirements for this program: (3) It must be a legal person or unincorporated organization legally established within the territory of China (this project does not accept branches to participate in procurement activities in their own names); (4) It has the status of an independent legal person, and its business scope complies with the requirements of this project; (5) The bidder shall possess a general contracting qualification of municipal public works at level three or above. The project leader shall be a staff member of the applicant's own unit, holding a practicing qualification certificate of a constructor of level two or above of the People's Republic of China issued by the Ministry of Housing and Urban-Rural Development of the People's Republic of China, and the registered specialty must be municipal engineering. (6) Performance requirements: None; (7) Other requirements: None.
